Project Summary

The applicants - Louis Bedell, III (contract purchaser) and Terry Godbolt (owner) - submitted a Conditional Use Permit (CUP) application on August 15, 2023. The application states (in part, with additional details in the complete application):

Applicant proposes to modify existing structures and construct additional structures for establishment and operation of a lake side marina, boat rental and storage facility, and a boat sales and repair facility. The reason for the request is to permit the two subject properties, which are already zoned C-2 and located on Lake Anna, to be used for their highest and best use, which are the uses requested in this CUP Application and noted above.

This request will not be materially detrimental to the adjacent properties, the surrounding neighborhood, or the county in general as the subject properties are already zoned C-2 and available for commercial uses and are directly adjacent to Pleasant Landing Marina, another lake front commercial facility that offers many of the same commercial uses requested in this application. No additional public utilities will be needed for the requested use. Furthermore, the applicant does not seek to host a restaurant or concert series, uses that are in effect at Pleasants Landing Marina that create excess traffic, noise, and event related concerns for neighboring properties. There will be no detriment to the county as the proposed uses will not increase the burden on public schools, parks and recreation, public safety, and other county resources. Finally, the requested use will be a net increase for the county’s financial coffers as the increase in commercial improvements wills drive increased real estate taxes and the commercial uses will permit the County of Louisa to collect additional business personal property taxes, boat and trailer associated personal property taxes, and sales tax revenues.
